Despite talk of a major announcement fromthis week, it appears that there still has been no progress toward allowing American players to cash out their funds.
Players from the United States have not been able to access or withdraw their funds on Full Tilt since April 15th, the day the U.S. Department of Justice seized the domains of several online poker sites and indicted several of their top executives. Since then, PokerStars has begun allowing players to cash out, while Absolute Poker and UB.com have come to an agreement with the DoJ regarding cashouts.
However, Full Tilt has made no progress on this front in the month since Black Friday. That was confirmed in a thread started by Full Tilt on the twoplustwo.com poker forums. Here is the key passage from that thread:
Since April 15th and the days immediately following, Full Tilt Poker faced numerous challenges and hurdles to ensuring the smooth operation of its international business and the orderly return of US player funds. FTP has worked tirelessly to address these issues and has made significant progress on both fronts.
FTP’s international business operations are returning to normal while we focus on ensuring the safe and orderly return of US player deposits. We are absolutely committed to making sure that US players are refunded as soon as possible. We apologize for the delay and the fact that we underestimated the time it would take to work through these issues. We will update our US players when we have more specific information to provide.

The thread did shed a little light on matters for Americans — Full Tilt’s store will be open to Americans sometime in the near future. Players will be able to use their accumulated points to purchase anything in the store except for bonuses and tickets.
